Accountant Farmer Asset Insurance Scheme




Introduction::

The Government of Gujarat has started a scheme to provide insurance cover to the account holders of the state in case of accidental death / permanent disability from the auspicious day of 5th January, 19th. This scheme is 100% state government sponsored scheme. In this scheme, insurance premium is paid by the state government on behalf of all the account holders of the state. This scheme is being implemented under Gujarat Collective Group Janata Accident insurance Scheme from 01/03/2009 through the Director of Insurance, Gandhinagar.




Objective

The main objective of this scheme is to provide financial assistance to the account holder farmer, any child (son / daughter) of the account holder farmer as well as his / her heir in case of accidental death or permanent disability of the account holder farmer's spouse.

Who can get help:

All account holders holding land in individual or joint name, any child (son / daughter) of the account holder farmer as well as in case of accidental death or permanent disability of the account holder farmer's spouse, they are eligible for the scheme.

Main conditions

The deceased or permanently disabled person should be the account holder farmer (holding land in individual or joint name) or the account holder farmer's child (son / daughter) or the account holder farmer's spouse.
Death or permanent disability caused by accident.
Suicide or natural death is not included in the plan.
The age of the deceased or permanently disabled person should be between 6 to 70 years.
Application should be made in the office of the concerned District Agriculture Officer within 150 days.

Improved support standard

The following insurance assistance is available to the beneficiary from the amendment resolution dated 19/11/2018 of the Department of Agriculture, Farmer Welfare and Co-operation.

In case of death due to accident or permanent total disability, 100% of Rs. 2.00 lakhs
In case of loss of two eyes / two limbs / arms and legs / one eye and one limb due to accident, 100% of Rs. 2.00 lakhs (100% complete vision in case of eyes, above the wrists in case of hands and completely above the knees in case of feet)
In case of loss of one eye or one limb due to accident, 50% of the articles cost Rs. 1.00 lakhs

The following persons will be the successors of the beneficiaries under the scheme.

I. Spouse: In their absence
II. His son / daughter: In his absence
III. His parents: in his absence
IV. His grandchildren: In the absence of the aforesaid I, II, III
V. Unmarried or widowed or abandoned sister based on the beneficiary and living with them
VI. Heirs declared under the Inheritance Act applicable to the concerned beneficiary except in the above case and in the disputed case.
How to avail the benefits of this scheme
In case of accidental death, the heir of the account holder farmer and in case of accidental disability, the account holder farmer should submit the application in the prescribed form along with the following instrumental documents to the concerned District Agriculture Officer, District Panchayat within 150 days from the date of death. Applications received after 180 days will not be accepted.

Significant improvements to the plan:

Group Accident insurance Schemes run by different departments of the State have been consolidated with the resolution of the Finance Department dated 8.06.2009, which includes Accountant Farmer Accident Insurance Scheme. The scheme is being implemented through the Director of Insurance, Gandhinagar from 01/04/2009. A comprehensive resolution has been issued on 01.09.2018 by amending the resolution of the finance department dated 8.04.2009.



In addition to the account holder farmer, the first surviving child (son / daughter) of the account holder farmer was included in the account holder farmer accident insurance scheme by the state government from 01/9/2017 and the husband / wife of the account holder Farmer from 01.08.2017.

The Central Government has launched the Dairy Entrepreneurship Development Scheme (DEDS), amidst the ever-increasing prospects of employment from milch animals in the country. If you also want to open milk dairy and work according to your convenience and earn money, then DEDS is only for people like you.




In view of the increasing potential of dairy business in India, the central government has set a budget of Rs 323 crore for the Dairy Entrepreneurship Development Scheme (DEDS) in the year 2018-19.

With this amount, the government gives 25-33 percent subsidy to those who open dairy. If you also want to start dairy business, then you can take advantage of this government scheme (DEDS).

If you open a dairy of 10 milch animals, then the cost of your project comes to about 7 lakh rupees. In the DEDS scheme run by the Union Ministry of Agriculture, you will get a subsidy of about 1.75 lakh rupees.

How many animals can be kept?

How much subsidy will be available in DEDS?

According to the Dairy Entrepreneurship Development Scheme (DEDS), you will get 25 percent capital subsidy of the expenditure incurred in planting dairy. If you fall in the category of SC / ST, then you can get 33% subsidy.

This subsidy will be given to you only for a maximum of 10 milch animals.

The Central Government gives a subsidy of Rs 17,750 for an animal. For SC / ST people, this subsidy is Rs 23,300 per animal.

Unit Cost (Jafarabadi Buffalo Rs. 5,000 / -, Bunny Buffalo Rs. 5,000 / -, Surati Buffalo Rs. 20,100 / -, Mehsani Buffalo Rs. 2,500 / -, Gir Cow Rs. , Kankraj cow Rs. 15,500 / -, HF cow Rs. 2,500 / -, Jersey cow Rs. 2,500 / -) or annual interest of the amount whichever is less. 100% interest subsidy for 1 (one) to 4 (four) cow-buffalo unit against maximum interest rate of 12%. - The beneficiary has to maintain the unit for at least five years. - Beneficiary should have been given a loan to set up the unit through a nationalized bank and a financial institution recognized by the Reserve Bank of India. - Certificate of completion of the unit after purchase of milch cattle for the unit should be given by the implementing agency of the scheme. Only then will the amount of interest subsidy be credited to the beneficiary's loan accounts in half-yearly installments in June and December. - At the applicant's own expense - The implementing agency of the scheme will first have to prepare a report of the unit from the concerned bank in this regard as prescribed by the prescribed form-bank. - If a beneficiary becomes a defaulter in the interim period (more than three installments at a time), interest assistance will not be available for that period and against the defaulter amount.

Accordingly, 100 per cent interest subsidy will be given for purchase of one to four milch cattle and 5 per cent interest subsidy will be given for purchase of 8 to 10 milch cattle.

PMSYM : Pradhan mantri Shram Yogi Man Dhan Yojna Pension

LGovernment of India has introduced a pension scheme for unorganised workers namely Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) to ensure old age protection for Unorganised Workers.



The unorganised workers mostly engaged as home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio- visual workers and similar other occupations whose monthly income is Rs 15,000/ per month or less and belong to the entry age group of 18-40 years. They should not be covered under New Pension Scheme (NPS), Employees’ State Insurance Corporation (ESIC) scheme or Employees’ Provident Fund Organisation (EPFO). Further, he/she should not be an income tax payer.




2. Features of PM-SYM: It is a voluntary and contributory pension scheme, under which the subscriber would receive the following benefits :

(i) Minimum Assured Pension: Each subscriber under the PM-SYM, shall receive minimum assured pension of Rs 3000/- per month after attaining the age of 60 years.

(ii) Family Pension: During the receipt of pension, if the subscriber dies, the spouse of the beneficiary shall be entitled to receive 50% of the pension received by the beneficiary as family pension. Family pension is applicable only to spouse.

(iii) &nbps; &&nbps;If a beneficiary has given regular contribution and died due to any cause (before age of 60 years), his/her spouse will be entitled to join and continue the scheme subsequently by payment of regular contribution or exit the scheme as per provisions of exit and withdrawal.

3. Contribution by the Subscriber: The subscriber’s contributions to PM-SYM shall be made through ‘auto-debit’ facility from his/ her savings bank account/ Jan- Dhan account. The subscriber is required to contribute the prescribed contribution amount from the age of joining PM-SYM till the age of 60 years. The chart showing details of entry age specific monthly contribution is as under:



4. Matching contribution by the Central Government: PM-SYM is a voluntary and contributory pension scheme on a 50:50 basis where prescribed age-specific contribution shall be made by the beneficiary and the matching contribution by the Central Government as per the chart. For example, if a person enters the scheme at an age of 29 years, he is required to contribute Rs 100/ - per month till the age of 60 years an equal amount of Rs 100/- will be contributed by the Central Government.


5. Enrolment Process under PM-SYM: The subscriber will be required to have a mobile phone, savings bank account and Aadhaar number. The eligible subscriber may visit the nearest Common Services Centres (CSC eGovernance Services India Limited (CSC SPV)) and get enrolled for PM-SYM using Aadhaar number and savings bank account/ Jan-Dhan account number on self-certification basis.

Later, facility will be provided where the subscriber can also visit the PM-SYM web portal or can download the mobile app and self-register using Aadhar number/ savings bank account/ Jan-Dhan account number on self-certification basis.


6. Enrollment agencies: The enrolment will be carried out by all the Common Services Centres. The unorganised workers may visit their nearest CSC along with their Aadhar Card and Savings Bank account passbook/Jandhan account and get registered themselves for the Scheme. Contribution amount for the first month shall be paid in cash for which they will be provided with a receipt.


7. Facilitation Centres: All the branch offices of LIC, the offices of ESIC/EPFO and all Labour offices of Central and State Governments will facilitate the unorganised workers about the Scheme, its benefits and the procedure to be followed, at their respective centers.

In this respect, the arrangements to be made by all offices of LIC, ESIC, EPFO all Labour offices of Central and State Governments are given below, for ease of reference:


1. All LIC, EPFO/ESIC and all Labour offices of Central and State Governments may set up a “Facilitation Desk” to facilitate the unorganised workers, guide about the features of the Scheme and direct them to nearest CSC

2. Each desk may consist of at least one staff.

3. They will have backdrop, standi at the main gate and sufficient number of brochures printed in Hindi and regional languages to be provided to the unorganised workers.

4. Unorganised workers will visit these centres with Aadhaar Card, Savings bank account/Jandhan account and mobile phone.

5. Help desk will have onsite suitable sitting and other necessary facilities for these workers.

6. Any other measures intended to facilitate the unorganised workers about the Scheme, in their respective centers.

8.Fund Management: PM-SYM will be a Central Sector Scheme administered by the Ministry of Labour and Employment and implemented through Life Insurance Corporation of India and CSC eGovernance Services India Limited (CSC SPV). LIC will be the Pension Fund Manager and responsible for Pension pay out. The amount collected under PM-SYM pension scheme shall be invested as per the investment pattern specified by Government of India.

Under PMVVY, a fixed return of 8 to 8.30 percent per annum is paid on the amount deposited. The interest rate is based on monthly, quarterly, biennial or annual, in the order in which the pensioner will take the amount of the pension. Who will take advantage of this scheme?

If you have not taken any pension plan till date and you want to take a plan in which you want to be entitled to a pension by paying less then the Central Government's Atal Pension Scheme is right for you. Under this, on reaching the age of 60, one gets a pension of Rs.1000 to Rs.5000 per month. It can be invested by a person between the ages of 18 and 40.

To encourage investment in this scheme, a new account will be credited to the account holder by the Central Government before 31-12-2017 within a maximum limit of Rs.1000 / - per annum or whichever is less than 50% of the total contribution in the account. (From 2013-14 to 2017-20) The savers of the present Rashtriya Swavalamban Yojana will be automatically transferred to the Atal Pension Yojana.
